The national legal framework in the field of public procurement in Greece is consisted of two main pillars, which codify the applicable legislation, namely:

1) Law 4412/2016 “Public Works, Procurement and Services (adaptation to Directives 2014/24 / EU and 2014/25 / EU)”.

Law 4782/2021 “Modernization, simplification and reform of the regulatory framework of public contracts, special procurement arrangements in the defense and security sectors and other provisions for development, infrastructure and health”, was published in the Government Gazette on 9.3. 2021 and brought extensive and significant changes to the regulatory framework of public contracts.

2) Law 4413/2016 “Award and execution of concessions – Transposition of Directive 2014/23 / EU”.

The framework is complemented by legal provisions on specific PP issues, incorporated in other laws, as well as a number of presidential decrees/ministerial decisions.

Hellenic Single Public Procurement Authority

Hellenic Single Public Procurement Authority (HSPPA) is the ex lege competent Greek authority for the proper and uniform implementation of the public procurement framework, by ensuring transparency, efficiency, cohesion and compliance of public procurement procedures and contracts with national and European law, constantly proposing improvements of the legislative framework on public procurement and monitoring its proper implementation by government bodies and contracting authorities.

Moreover, the Authority offers assistance to the stakeholders (policy makers, contracting authorities, economic operators etc.), among others, by issuing Opinions, Advices and Guidelines on public procurement issues.

The National Electronic Public Procurement System

The National Electronic Public Procurement System (hereinafter NEPPS or ESIDIS) is the main online hub for public procurement in Greece. Its objective is to modernize and simplify award procedures and to provide support to interested parties (citizens, contracting authorities, suppliers, supervisory authorities).

ESIDIS (NEPPS) means the integrated information system that contains all the information necessary for the scheduling and conclusion of public procurement and contracts using Information and Communications Technology (ICT) (Article 2(1)(32) of Law 4412/2016).

The website provides information on NEPPS issues, allows users to search for tender procedures, offers user manuals for all NEPPS functions, as well as an e-learning service, CPV, etc.

Furthermore, the www.promitheus.gov.gr online platform offers the following services:

  • Promitheus ESPDint online service

Given the discontinuation of the EU ESPD reference implementation online service as of 2 May 2019, NEPPS offers the new Promitheus ESPDint online service, allowing for the online preparation and management of the ESPD or TEYD.

  • Central Electronic Public Procurement Registry (KIMDIS)

Central Electronic Public Procurement Registry (KIMDIS) means the information system that forms part of ESIDIS with a view to the collection, processing and publication of information concerning public procurement and contracts, in accordance with Article 11 of Law 4013/2011 and Article 38 of Law 4412/2016 (cf. Article 2(1)(34) of Law 4412/2016).

Contracting authorities shall publish calls and notices in the Central Electronic Public Procurement Registry (KIMDIS).

KIMDIS is gradually replacing all individual national publications through transitional provisions (cf. below – transitional provisions).

As of 13 June 2017, the new KIMDIS application has been in operation and is accessible from the Promitheus portal via the link ‘Connect to the Central Electronic Public Procurement Registry’ or directly at http://www.eprocurement.gov.gr/kimds2/
